There seems to be an incorrect assumption among those who do not have one that the water charge is based solely on usage. Only a third of my water bill is for the water that we actually use from the taps while 20 per cent is a charge for sewage water. However, 45 per cent of the total is a fixed charge for the infrastructure of the water main and drainage pipes. If I reduce my water consumption by 10 per cent, my bill only comes down by about 5 per cent.
