I believe the market has shifted so low, that many employers are able to find older, skillful, and still very competent older individuals for hire at low pay. The goose egg in their home is no longer there. If you take that big portion out of the labor market, teens all the way to 24 year olds likely get more of a shot of full/part time employment.
