I would have to say that I am recently using a backup phone with gingerbread because i hardbricked my s3, and i miss jelly bean, sure i can root the device and use custom roms, but your average phone user wont go to that extent. My brother had the HTC thunderbolt which i dont believe was ever even upgraded to ics. Due to the flaws and problems he expierenced with the older o.s. when he upgraded his device he choose to go with the iphone 5. He will now probably be a apple user for life because all he has to compare ios 6 against is gingerbread, where as maybe if he got to expierence what android has evolved into he wouldnt be so against another android handset. I think everything should be on ics or jelly bean i mean what happens when they roll out key lime pie and 30% of users are now 3 generations behind. I know apple controls the updates released by the manufacture and maybe google needs to start doing the same.
