I think that it would yield more lives saved per effort spent to work on road injury. Replacing CAFE with a gasoline or carbon tax might cut driving and also reduce lung disease (and heart disease now that I think about it). Of course it could backfire by getting more people to ride motorcycles and bikes. You could also use the tax receipts to fund self driving car research.
